The registration certificate (Model A - Annex 4 - RD 08/10/1981) is issued to any person whose file is under review by the Immigration Office (refugee applicants, in or not in asylum procedure, certain cases of regularization or family reunification, ...).

Identity card for foreigners
The person whose identity card is nearing expiry must imperatively appear at the counter because applications are conditional. They must bring the identity document to be validated and the documents necessary for completing the formality (proof of continuing work or studies, and possibly a passport photo).
Travel document
(Convention of 28 July 1951)
This is the official travel document for foreigners, stateless persons and refugees, required
to cross borders in most countries. Some countries require it to be valid for a period of at least 6 months after your return.
The application must be submitted in person at the Population Service of
the municipality of Saint-Josse-ten-Noode with the following documents:
- 1 color passport photo on a white background
- Identity card
The presence of both parents is required for any application for a child’s travel document under the age of 18.

For family reunification: obtained, with the agreement of the Immigration Office after 5 years of stay with the A card, if the conditions are still met.

Card K = Foreigner’s identity card
For non-European foreigners settled in Belgium who are not a family member of a European citizen.
Application introduced after 5 years of regular stay and upon presentation of a valid national passport. The application is made at the Population Service. Note that this card may allow access to certain facilities, such as obtaining a loan from a bank.

Damaged or obsolete card
If your card is damaged or if you have changed your name, sex, ...
You can present yourself in person at the Foreigners Office with the damaged or obsolete card and a passport photo. A new card will be issued to you free of charge.
Lost or stolen card

- You must go to the police station to make a mandatory report as soon as possible.
- Notify the DOCSTOP Helpdesk to prevent any fraudulent use of the card. This service is free and available 24/7. Note, this service only applies to Belgian identity cards.
What to know in case of loss of the card
If you find your card within 7 calendar days, you must present yourself in person at the Population Service with your PIN and PUK codes in order to return the loss declaration and reactivate the certificates.
After 7 days, the card is automatically cancelled.
If you do not find your electronic card, you must also present yourself at the Population Service with the certificate of declaration of loss, theft or destruction of an identity card issued by the Police and a recent passport photo to apply for a new electronic card.
PIN code forgotten
When you receive your electronic identity card, 2 codes (PIN and PUK) are activated.
The 4-digit PIN code is regularly requested to validate administrative procedures.
You can keep the default PIN code received or change it directly at the counter when you receive your new identity card. It is advisable to remember it or, even better, to personalize it!
If the person no longer knows their PIN code (and their PUK code), they can order a new code free of charge (to be received within 2 weeks).

Change of address
- Registration, change within the commune as well as departure abroad (Mod.2, Mod. 2 bis, Mod. 8)
- Change within the same building resulting in a modification of the household composition (Mod. 2 bis)
- Re-registration following an administrative removal (Mod. 2)
Work permit
- Issuance of the work permit only < 3 months
Since 03/01/2019, a non-European national who wishes to stay and work in Belgium for more than 90 days must submit a single application to the competent Region, through their employer. If this application is accepted, they receive a single document certifying that they are authorized to stay in Belgium for more than 90 days in order to work there (single permit).
All residence permits issued by Belgium since 03/01/2019 bear a mention regarding access to the labor market: “Labor market: limited”, or “Labor market: unlimited”, or “Labor market: no”.
Attention: False information is circulating about this new procedure. The single permit is not a regularization, but an administrative simplification. The Immigration Office still checks whether the residence conditions are met.
BREXIT
On March 29, 2017, the United Kingdom communicated its decision to leave the European Union and will therefore no longer be part of the European Union from March 30, 2019. This decision will not only have significant repercussions for Union citizens currently residing in the United Kingdom, but also for British citizens residing in a Member State of the European Union. The aim of the withdrawal agreement is to preserve as far as possible the acquired rights of British citizens and their family members who already reside in Belgium.
Negotiations between the United Kingdom and the European Union on the withdrawal conditions are still ongoing. A provisional version of the withdrawal agreement was published by the European Commission in November 2018. Partial agreements have already been concluded on important topics. However, it should be emphasized that as long as the full agreement has not been approved, the Immigration Office cannot provide any guarantees regarding the rights and obligations of citizens. The following information is therefore provisional and may still be subject to changes as a result of the negotiations. This is why the Immigration Office cannot, at this time, answer questions concerning individual files.
During the transition phase, from March 30, 2019 to December 31, 2020, practically nothing changes for British citizens. During this period, British citizens will retain their right to free movement and residence, but they must be able to present a travel document in the event of a border check.
British citizens and their family members who made use in Belgium of the free movement regime before January 1, 2021 must obtain a new residence card. These persons will be identified during the transition phase based on the data recorded in the National Register. A letter will be sent to them personally, asking them to present themselves to the municipal service of their place of residence to obtain a new residence permit referring to Brexit, in order to guarantee the rights granted to them by the withdrawal agreement. Their rights as an employee or self-employed will be associated with this residence permit. Everyone must register by mid-2021.
If certain conditions are met, family members who had not joined the beneficiary of the withdrawal agreement before January 1, 2021 can still do so under the old rules.
The withdrawal agreement will also allow two other groups to benefit from the old regime, namely British cross-border workers residing in the European Union before January 1, 2021 and British nationals who had already planned medical treatment in the European Union before that date. British nationals who did not make use of the free movement regime before January 1, 2021 or who cannot prove that they did, will be considered from that date as nationals of third countries. The access and residence rights of these persons will be part of the negotiations between the United Kingdom and the European Union from March 30, 2019.
