Belgian Adult Identity Card
For Belgians, the mandatory identity document is the electronic identity card.
The identity card is the document that allows the authentication of a person’s identity; it is a personal document. It is important to always have it with you.
Any Belgian national over the age of 12 is issued a mandatory electronic identity card.
The card is renewed every 10 years, the municipal administration sends you a summons for the renewal. The citizen nevertheless remains responsible for checking the validity period of their identity card.
Upon receipt of the summons, the interested party must present themselves at the Population Service with the following documents:
- The summons
- 1 passport photo on a white background
The base document (proof of address) is immediately printed and signed by the holder.
The municipal administration then issues a receipt for the new identity card.
After the application is introduced, the codes are sent under sealed mail to your address within 2 to 3 weeks.
Upon receipt of the sealed mail, the interested party must present themselves at the Population Service for the activation of the electronic identity card, with the following document :

The issuance of identity cards no longer involves municipal charges. The amount requested from the citizen is the cost of producing the card and the fee due and is entirely returned to the FPS Interior.
In case of collection of the card via centralized delivery at the FPS Interior, the fees for an adult card
will amount to 158,20€.

Kids-ID : identity card under 12 years
The Kids-ID is not mandatory but highly recommended as it replaces the SIS card. It is valid for 3 years (or until the child’s 12th birthday if that is sooner).
It is necessary abroad (countries of the European Union), note that some countries require a passport.
The Kids-ID does not need to be replaced if the child moves. The address does not appear on the card and can therefore be updated by the commune where the child will move using the PIN and PUK codes.
The application is introduced only by the child’s parents and the child must imperatively be physically present at the Population Service, with the following documents:
- 1 recent passport photo of the child is required
- Presence of the mother, father or guardian (as the case may be, grandparents with a proxy signed by one of the parents and a copy of one of the parents’ identity card)

If your card is damaged or if you have changed your name, sex, ...
You can present yourself in person at the Population Service with the damaged or obsolete card and a passport photo. A new card will be issued to you at the price of 19€10.

The loss certificate is issued directly by the Population Service (and no longer by the police) at the time of ordering a new Belgian identity card.
If you do not have the opportunity to go to the commune when you notice the loss or theft (outside the opening hours of the Population Service), notify the DOCSTOP Helpdesk directly to prevent any fraudulent use of the card. This service is free and available by phone or email 24/7. Note, this service works only for Belgian identity cards.
Identity theft
Even though, most of the time, criminals use false identities to try to swindle people, they can also make improper use of the names of existing persons. These may be the names of known and trusted persons and entities, but also the names of previous victims, of people whose identity they have “stolen” using phishing techniques or whose data have been found in public online sources, ...
The misuse of data thus stolen takes different forms: personal data are used to make online purchases, to place false advertisements in someone’s name, to open bank accounts or to apply for credit cards. However, they can also be used for cyber-harassment of third parties, to make threats to others, spread defamatory information or create profiles in the name of a third party and post slanderous messages there.
It is therefore essential:
- to avoid as much as possible making your personal data available on the Internet and to properly protect your profiles from unknown persons;
- to refrain from responding to phishing messages (fishing for personal data);
- to shred documents containing personal data (including invoices) before throwing them away;
- to refrain from scanning your identity documents and sending them by email to unknown persons;
- to protect your computer using up-to-date antivirus programs and to systematically download the latest version of your operating system (such as the free Windows updates).

- Or file a complaint with the Police as soon as possible. You can file a complaint on the e-cops website (federal police) or at a police station.

PIN code forgotten
When you receive your electronic identity card, 2 codes (PIN and PUK) are activated.
The 4-digit PIN code is regularly requested to validate administrative procedures.
You can keep the default PIN code received or change it directly at the counter when you receive your new identity card. It is advisable to remember it or, even better, to personalize it!
If the person no longer knows their PIN code (and their PUK code) and is no longer in possession of the proof of address, they can order a new code free of charge (to be received within 2 weeks).

Belgian passports
The passport is an essential identity document for crossing borders in most countries.
Before going to a foreign country, it is therefore advisable to contact its embassy in Belgium or to consult a travel agency. The passport used must be valid; some countries require it to be valid for a period of at least 6 months.
The application must be introduced personally by presenting oneself at the Population Service with the following documents:
- Old passport to have it cancelled and/or destroyed (however, if the old passport contains visas still valid, it will be cancelled but returned to the applicant).

Belgian passport damaged, stolen, lost

It is necessary to quickly request a loss/theft certificate from the commune, then go to the police so that they can record the declaration of loss or theft for security reasons and to prevent any identity theft.
This second document, issued by the police, must imperatively be returned to the municipal Population Service for any request for a new Belgian passport.

Passport application for Belgians residing abroad
For Belgians domiciled abroad, the application must be made at the Belgian Consulate of the country
where they are located.
Passport photos
Acceptance criteria for photos on Belgian identity documents
According to ICAO standards, the photo must meet five conditions:
- It must be recent and not more than six months old.
- The facial expression must be neutral: mouth closed, do not smile and teeth cannot be visible, no frowning eyebrows.
- The face must be fully visible: the eyes, chin and contours of the face must always be visible.
- The background must be plain and without shadow.
- The face and shoulders must be straight and facing the lens.
The photo must be 45 mm (height) by 35 mm (width). The head size (including hair) in the photo must be between 25 and 40 mm. The head will be photographed against a light, plain background.
For the issuance of a passport, a color photograph is mandatory.
These provisions are generally known to retailers who offer passport photos.
A photo booth is accessible on the ground floor of the Municipal Administration.
Declaration of change of address
- Registration, change within the commune as well as departure abroad (Mod.2, Mod. 2bis, Mod.8, Annex 18)
- Change within the same building resulting in a modification of the household composition (Mod.2bis)
- Re-registration following an administrative removal (Mod.2)

MonDossier
Mon DOSSIER is the online application of the Federal Public Service Interior that allows you to consult your personal file in the National Register.
Thanks to this application, you can check your information recorded in the National Register, report errors, communicate your contact details and find out which bodies have consulted your personal data over the past six months.
One of the main advantages of the application is that it allows you, wherever you are, to download or print electronic certificates issued by the National Register (such as the household composition certificate).
The number of certificates that can be obtained via Mon DOSSIER has increased from five to ten:
- extract from the registers;
- certificate of main residence;
- certificate of main residence with history;
- household composition certificate;
- life certificate;
- certificate of Belgian nationality;
- certificate of a Belgian voter;
- certificate of legal cohabitation;
- certificate of residence for the purpose of marriage;
- certificate of burial method and/or rites.
In addition, the National Register, via Mon DOSSIER, offers you the possibility to voluntarily communicate your contact details or some of them: telephone number, mobile number, fax and an email address.
Numerous advantages
The production of certificates via Mon DOSSIER represents a real administrative simplification, both for communes and for citizens, and offers numerous advantages:
- Easier: you no longer have to travel to the municipal administration.
- Faster: you immediately have the certificate. You are no longer dependent on the opening hours of your municipal administration but can request the certificates from home, 24 hours a day and 7 days a week.
- Cheaper: the Mon DOSSIER application and its certificates are free.
- More secure: Mon DOSSIER issues electronic certificates whose signature can be checked electronically.
- Environmental protection: the use of electronic certificates reduces paper consumption. The reduction in the number of trips to the municipal administration means reduced pollution.
- The communication of contact data is part of the administrative simplification approach. Public authorities having access to this data will be able to communicate with the citizen more quickly and effectively.
Legal value
The electronic certificates obtained via Mon DOSSIER bear the electronic seal of the National Register and therefore have the same legal value as those issued by the commune. The bodies requiring these certificates must therefore not refuse them; they are, moreover, made aware of this point.
We strongly recommend using the electronic version because it makes it possible to verify the authenticity of the certificate.

Access to Mon DOSSIER requires the electronic identity card (eID) and a card reader. The latter must be installed with the appropriate software: http://eid.belgium.be/fr/utiliser_votre_eid/installer_le_logiciel_eid
Once the card reader is correctly installed, you can access Mon DOSSIER using your eID on the site https://mondossier.rrn.fgov.be/
In order to verify your identity, your PIN code will be requested before you can access your personal data.
Household composition
The household composition certifies the family situation at the time the document is requested from the Population Service. Depending on the reason for issuance, this document may be subject to a fee. Therefore, we invite you to inform the Population Service of the reason for the request so that it can inform you whether it is necessary to pay to obtain it.

Life certificate
The life certificate certifies that the applicant is alive on the day of the request.
Civil status certificate
Civil status registers that are less than 100 years old cannot be directly consulted. However, you can receive an extract or a copy of your own data from the Population Service which keeps these records. To be able to search someone else’s data, you need the authorization of the president of the Court of First Instance of the district where the registers are kept.

Address search using the National Register of Natural Persons
The data recorded in the National Register are subject to the Privacy Protection Act. The only address search requests in the National Register that are accepted are those submitted in writing by recognized organizations such as banks, gas and electricity distribution companies.
